as far as i know (and i should know, i saw the sattelite hook-up), the siyum hashas is the culmination and celebratory party held after participants have finished learning the entire gemara (ha shas). guys and girls around the world who commit to it learn a double sided page of gemara a day, and after 7 and a half years, they party (siyum) down in maddisson square garden. not much of a party actually, mainly speeches and a few strippers.
